India’s competitive exam meritocracy is today experiencing an identity crisis like never before. Hardworking youth dedicate their youth to getting selected for a government job, only to be slapped by the rotten quota system.
All it took was Rajasthan High Court Zero Cut-Off row for vote-bank politics to lay bare its ugly truth. Jobs for candidates with ZERO POINT ZERO or NEGATIVE marks mean that merit has been officially murdered.

While recruiting candidates for Class IV posts, the callousness of our State Government towards merit was recently revealed.
For some reserved categories, the cut off marks was set at as low as 0.0033 marks. Yes, you heard that right. Less than nothing.
It took bizarre turns of events with the Rajasthan High Court Zero Cut-Off case when a candidate from reserved category approached the court with a plea.
So what was the reason? His application had been rejected as he had scored below zero in the written test. However, as the government did not set any cutoff qualification for the reserved category, he believed that he still qualified for a salary paid by the taxpayer despite failing.
Injustice Exposed by Numbers
Consider this injustice using numbers/statistics:
- 0.0033 Marks is what the cutoff line was set to for certain reserved category candidates.
- Negative Marks: Candidates with negative scores applied for and insisted on Government jobs.
- 80% – 90%: Average cutoff range for General and OBC candidates to appear for the similar state exams.
- 0 Accepted as lowest Benchmark: The state government purposely allowed a 0 mark as passing score to enable highest reservation recruitments possible.
Notice how blatantly unfair this is. This statistic clearly indicates that the test was a sham for the privileged reserved class.
Busting the Myth of Level Playing Field
They say reservations are only so that everyone gets a fair chance. However, in 2026, this narrative has morphed into a tool for political appeasement. Majority of candidates benefiting from sub-zero cut-offs belong to Creamy Layer. All of them study from the BEST coaching institutes, backed by MILLIONS in financial backing and inherited wealth. They still can’t manage to clear passing criteria. But Govt will gift-wrap them with lifetime jobs based on their caste alone.
Administrative Collapse and Infrastructure Lapses
The effects of this vote-bank strategy go well beyond the disappointment of job seekers. It affects the everyday lives of all Indian taxpayers.
Government employees are essential to our public infrastructure. They manage public funds, handle legal documents, and keep civic services running smoothly.
- How can a government operate effectively if its workforce cannot pass a basic aptitude test?
- How can citizens expect quick and competent public service from people hired with poor scores?
- Why should the middle-class taxpayer pay the salaries of unqualified workers?
By eliminating the requirement for minimum qualifying marks, the government is creating an administrative mess on purpose. They are focusing on political survival instead of national progress.

The sheer audacity of hiring candidates with negative scores sent shockwaves through the judiciary. The courts were forced to step in and remind the state of its administrative duties.
According to a detailed report, Justice Anand Sharma of the Rajasthan High Court expressed profound shock at the state’s hiring practices.
The Court fiercely slammed the state government’s methodology. Justice Sharma categorically stated that a person who secures “near zero or negative marks cannot reasonably be considered suitable” to perform public duties.
The High Court warned of serious action, questioning how the state apparatus can function if it actively recruits incompetence.
The Tragedy of General Category Youth
Politicians are praising these recruitments by saying that it’s “social empowerment”, while students belonging to General and OBC categories are paying the heaviest price.
An average kid from General category has to study 10-12 hours/day to fight for the last little bit of creamy layer in unreserved category quota just to scrape through prelims.
They have to ensure 99% accuracy despite the fact that:
- They pay full fees (whereas reserved candidates get it subsidized)
- Don’t get any age relaxations
- Have to battle mental trauma and societal pressures with ever-increasing cut-offs
Seeing a NEET aspirant who scored 650 getting rejected breaks your heart. But witnessing a candidate with just 0.0033 marks getting a job in the same system after you… is salt on that injury.
Time to End Merit’s Murder
It is high time the government implements a strict, non-negotiable minimum qualifying criteria across all categories. If a candidate cannot score above zero, they have no business sitting in a government office.
Until the “Creamy Layer” is removed and merit is placed back on the pedestal, the General category will continue to be the collateral damage of India’s dirty vote-bank politics.
