On Kanpur’s roads lies the story of Kanpur’s yet-to-open 100-bed hospital. Perfectly constructed and with everything needed to operate, ready-to-open since last year. This hospital, constructed in the Naubasta area of South Kanpur at the cost of Rs 45 crore still awaits inauguration.

100 Beds Hospital Construction Complete, but No Doctors, Nurses or Employees Appointed to Serve Citizens.

Yes, you read that right. The physical infrastructure of the hospital is ready, but not a single doctor has been appointed to attend to the citizens of Kanpur.

What was welcomed with such pomp and show by locals when the hospital construction first began is now being scorned at due to inaction by the government as patients continue to die while this colossal structure stands locked up.

Reportedly, the facility has been built, but is awaiting approvals for staff and medical equipment. Millions await their prayers to be heard.

What Went Wrong with the ₹45 Crore Project?

It all started with a promise to upgrade healthcare in the locality. The project started construction in July 2022 and was supposed to be completed by March 2025

Fast forward to 2026, the big gates of the hospital are still closed

The hospital is built and has all the necessary infrastructure to save lives. There’s an ICU, state-of-the-art OTs, well-equipped Emergency Services and a huge OPD.

But without doctors and equipment, those rooms are no more than ghost rooms.

A Tale of Two Buildings: Hospital vs. BJP Office

The anger of the local population goes beyond the delay. It is strongly driven by a stark visual contrast next to the locked medical facility. When the foundation of the government hospital was laid, the foundation of a BJP regional office was also laid just a few steps away. Today, the political office is fully operational, well-furnished, and regularly hosts important political events.

Political Priorities Questioned by Citizens

Ministers, Members of Legislative Assembly (MLAs), and top officials often visit the main party office. The political headquarters has shiny tiles, large signs, and top-notch facilities. Meanwhile, the hospital built for the taxpayers is completely overlooked by the leaders who visit the nearby building. This sharp contrast has caused significant anger among the locals. People are saying, “In the hospital built with crores of rupees, there are no doctors, but the BJP office next door is fully operational.” This has turned a bureaucratic delay into a major political controversy.

The Heavy Toll on 20 Lakh Residents of South Kanpur

South Kanpur is a crowded area with more than 20 lakh people. Unfortunately, this large population does not have a major government hospital to manage urgent health situations. Patients from Naubasta and nearby communities have to travel far to get affordable healthcare. In medical emergencies, delays caused by city traffic can lead to tragic outcomes. The lack of a working local hospital means families must spend 40 to 45 minutes reaching medical centers on the other side of the city.

A Heartbreaking Loss Due to Traffic and Delays

The ultimate cost of government files’ sluggishness is being borne by the locals. South Kanpur resident Akash described a devastating personal tragedy brought on by this delay.
His father required emergency medical attention after suffering a severe heart attack. They had to take him to a far-off city hospital because the local one was locked.
Sadly, severe traffic jams caused his father to die in the car. “If the Naubasta hospital had been operational, we could have reached within minutes, and my father might still be alive,” Akash said poignantly.

Administrative Hurdles and Government Inaction

Government representatives swiftly blame red tape and administrative obstacles when asked about the delay. Twenty lakh people’s health and well-being are essentially being thrown into the trash of government records.
The bureaucratic paralysis was explained by Chief Medical Officer (CMO) Haridutt Nemi.
He claimed that minor construction defects caused the building’s physical handover to take longer than anticipated. Additionally, pending manpower sanctions and equipment procurement files that are stuck between state departments are the main causes of the enormous delay.

Statements from Health Officials

The state government has not yet approved the medical staff, despite the building’s construction costing approximately Rs 44.5 crore, the CMO confirmed.

• File Movement: Files are constantly being moved between administrative departments.

• Budget Approvals: The funding for the purchase of cutting-edge medical equipment is currently undergoing approval.

• No Clear Timeline: The exact date of the doctors’ and nurses’ deployment is unknown.

Samajwadi Party Protests and Future Outlook

The Kanpur 100-bed hospital’s total closure has sparked violent political protests. The opposition Samajwadi Party (SP) recently staged protests outside the locked gates in response to public outrage.
To protest the indifference of the ruling government, SP workers even staged a “Sadbuddhi Havan” (a fire ritual for good sense) at the hospital gate.
The demonstration was successful in bringing the abandoned ₹45 crore medical facility to the attention of the statewide media, despite the fact that the local police swiftly dispersed the political workers who were protesting.

When Will the Kanpur 100-Bed Hospital Finally Open?

Uttar Pradesh Deputy Chief Minister Brajesh Pathak, who also has the health portfolio, has finally stepped in after the intense public outcry and media attention.
He has formally requested a thorough report on the intolerable delays.
The public was recently reassured by local BJP District President (South) Shivram Singh that the Deputy Chief Minister has given the matter serious consideration. According to him, the hospital should be prepared to serve the public within the next two months because the outstanding work is being accelerated.
The locals are still dubious, though.
Among the main requests made by the local government are:

• Quick Staff Sanction: Doctors, nurses, and technicians can be hired with prompt approval.

• Equipment Procurement: accelerating the acquisition and setup of OT equipment and intensive care unit beds.

The Final Verdict on Healthcare Negligence

The current crisis in Kanpur is a vivid indicator of the greater healthcare issues of Uttar Pradesh. Although the state government has been much flaunting about its smart city initiatives, events on the ground paint a very different picture.

The health of the population cannot be placed on hold, as a process of bureaucratic formalities can take years to be sorted out.

In fact, as Hindi poet, Dushyant Kumar notably composed, many rivers dry before they get here, I know where the water will remain. This is exactly what is happening to the healthcare syste,m which is being choked by red tape.

The people of South Kanpur have been very patient, however this patience is quickly wearing out. The government needs to understand that a hospital is not what it looks like, and that it is what the doctors and the medical staff make it to be, by saving lives.
