Patna : The claim of “Sushasan” (Good Governance) in Bihar is facing its toughest statistical challenge yet. According to data accessed by The Indian Express, the year 2025 witnessed a massive surge in registered corruption cases, hitting a 25-year high.
The Data Points
Doubling of Cases: The number of First Information Reports (FIRs) filed against public servants for graft has nearly doubled compared to the previous year.
Trap Cases: The Vigilance Investigation Bureau (VIB) and the Special Vigilance Unit (SVU) have executed a record number of “Trap” operations—catching officials in the act of accepting bribes.
Why the Spike?
Government sources attribute the rise to a “free hand” given to investigating agencies to crack down on corruption. “We are catching more people because we are looking harder,” a senior official stated.
However, opposition leaders and civil society activists argue that the sheer volume of cases indicates that corruption has become institutionalized. The data suggests that despite digital governance initiatives, the human interface in Bihar’s bureaucracy remains deeply compromised.
Impact on Common Man
The sectors most affected include Rural Development, Police, and Revenue (Land) departments—the very offices where the common citizen interacts with the state. The record high suggests that for the average Bihari, the cost of getting government work done has only increased.
Chaupal’s Take:
While high arrest numbers look good on a Vigilance report card, they are a red flag for the state’s administrative health. A rising graph of bribery implies a failing deterrent mechanism.
