“Equality to Regression”: The Return of Khap Diktats in Western Uttar Pradesh

Muzaffarnagar/Baghpat: The role of Khap Panchayats—the centuries-old clan councils of Western Uttar Pradesh—is once again under the lens. While often criticized for their regressive stance on women’s rights and honor crimes, recent months have seen a pivot in their strategy, termed by observers as “Equality in Regression.”

The New Diktats
Several Khaps in the Muzaffarnagar-Shamli-Baghpat belt have passed resolutions aimed at “social reform.”

  • Austerity Measures: Bans on DJs, loud music, and excessive dowry at weddings to prevent financial ruin of families.
  • Moral Policing: Simultaneously, these bodies have issued decrees banning women from wearing jeans/western attire and restricting their mobile phone usage, citing “protection of culture.”

The Critique
Social sociologists argue that by mixing “Economic Sense” (Dowry ban) with “Moral Policing” (Jeans ban), the Khaps are legitimizing their control over society. They act as extra-constitutional authorities, enforcing a code of conduct that often violates the fundamental rights guaranteed by the Indian Constitution.

Chaupal’s Take:
While the fight against dowry is necessary, it should not become a trojan horse for imposing patriarchal norms on the youth. A modern Uttar Pradesh cannot be governed by medieval rules of dress and conduct.
